Strategie Künstliche Intelligenz der Bundesregierung
Record DE-02 · Bundestag Drucksache 19/5880
Strategy of the German Federal Government for AI research, transfer to industry, skills and use, backed by about EUR 3 billion of federal funding to 2025. Its three equal aims are making Germany and Europe a leading AI location, responsible and public-interest-oriented development and use of AI, and embedding AI ethically, legally, culturally and institutionally in society. It commits to review the legal framework for gaps in algorithmic and AI-based decisions, to examine how AI systems can be made transparent, traceable and verifiable, and to examine state bodies and private testing institutions to oversee algorithmic decisions, with audit and impact-assessment standards.

Borderline scope Mainly an AI research, industry and skills strategy with safety content in its regulatory, standards and security sections; the existing scope_note is appropriate.
Prepared under the joint lead of the Federal Ministries of Education and Research, for Economic Affairs and Energy, and of Labour and Social Affairs after a nationwide online consultation, on the basis of key points the Federal Cabinet adopted on 18 July 2018. The cabinet decided the strategy on 15 November 2018; it was transmitted to the Bundesrat (Drucksache 597/18) and the Bundestag (Drucksache 19/5880). Its other governance measures include an ethics by, in and for design approach, an aim of obliging hardware and software makers to follow security by design, raising the security of AI systems against attacks, research on detecting manipulated or automatically generated content, a German AI observatory, and a roadmap on AI norms and standards with DIN, including standardised classifications of the risks associated with AI. It plans to take up the recommendations of the Data Ethics Commission and to seek common guidelines in the OECD, G7, G20 and the United Nations. The cabinet adopted an update (Fortschreibung 2020) on 2 December 2020, which raised planned federal funding to 2025 from three to five billion euros and puts new weight on pandemic response, sustainability, environmental and climate protection, and international and European networking.
