Status notes
The bilingual document (Amharic and English) is dated June 2024 (Sene 2016 in the Ethiopian calendar). It takes effect on approval by the Council of Ministers in line with Council of Ministers Regulation No. 510/2022 and applies to AI initiatives at federal, regional and city administration levels. Digital Policy Alert dates the Council of Ministers' approval to its 37th regular meeting on 27 June 2024. Once the policy is adopted, the Ethiopian Artificial Intelligence Institute coordinates, monitors and evaluates its implementation, and the policy foresees proclamations, regulations and directives on AI development, data, imported and domestic AI products and services, licensing and inspection.

Recheck of 18 Oct 2026. Stored: the bilingual policy PDF (78 pages) hosted by OECD.AI (api.oecd.ai), stored 11 Oct 2026 and unchanged on 18 Oct 2026; the OECD.AI policy-initiative entry (18 Oct 2026); and the Digital Policy Alert event page on the approval (18 Oct 2026, a policy tracker, secondary). The official copy on the Ministry of Innovation and Technology's site (mint.gov.et) refused connections in every attempt (11, 16 and 18 Oct 2026), so the record rests on the OECD-hosted copy. The PDF confirms the title, the Amharic title, the June 2024 date, the lead role of the Ethiopian Artificial Intelligence Institute, the adoption clause and the risk and legal-framework content; it does not record the approval itself. The OECD.AI entry gives the Council of Ministers as responsible organisation, June 2024, start year 2024 and status Active. The 27 June 2024 approval at the 37th regular meeting rests on Digital Policy Alert, which cites an announcement of the Council of Ministers that is not stored. The policy names the Ministry of Innovation and Technology as an implementing body, not as a co-author, so it was dropped from issuing_body. The ministry's listing of the document as 'Version 1.0, Approved' is not in any stored source.
