Summary

Report of an expert working group that the Governor asked in September 2024 to help California develop guardrails for frontier AI. Without endorsing any bill, it sets out evidence-based policy principles in a 'trust but verify' approach: transparency on data acquisition, safety and security practices, pre-deployment testing and downstream impacts; independent verification of safety claims and risk assessments; whistleblower protections and safe harbours for third-party evaluators; adverse-event reporting to monitor post-deployment harms; and thresholds for intervention, based for example on compute or users, that can be revised over time.

Status notes

Draft released on 18 Mar 2025 for public feedback until 8 Apr 2025; final report 17 Jun 2025. Co-led by Jennifer Tour Chayes, Mariano-Florentino Cuéllar and Fei-Fei Li, with Rishi Bommasani and Scott R. Singer as lead writers; the co-leads write in their own capacity, not for their institutions. Requested in September 2024, the month of the Governor's veto of SB 1047 (US-CA-03), it focuses on frontier models and leaves out AI's effects on work, the environmental impact of data centres and the full range of misuse. SB 53 (2025) built on its recommendations.

Recheck of 18 Oct 2026: re-read the report PDF (gov.ca.gov, copy of 11 Oct 2026, unchanged on 17 Oct 2026), which gives the title, the working group, the date 17 Jun 2025, the co-leads and lead writers, the draft of 18 Mar 2025, the origin of the request in September 2024 and the eight key principles; and the Governor's release of 17 Jun 2025 (gov.ca.gov, copy of 17 Oct 2026), which says the group was convened at his request and released its final report that day. Also stored for this record: Executive Order N-9-26 (18 Sep 2026, gov.ca.gov PDF), whose recitals say the Governor convened the experts in 2024 and that SB 53 'built on the recommendations included in the report'. Version 1's claim that the independent-verification framework of SB 813 (2026) enacted the report's recommendations rests on no stored source and was removed.
