Summary

Five-year strategy approved by the Council of Ministers on 18 January 2023, organised in four programmes and 123 actions. Programme 4 sets up the governance framework for AI and big data so that ethics and liability questions are mastered: Action 4.1 provides for a text on AI ethics and liability within twelve months, to be reflected in the Digital Code and Penal Code and to institute impact analyses and controls of AI solutions over their lifecycle, and Action 4.2 for a controlled environment for AI initiatives under articles 406-408 of the Digital Code pending an AI regulatory body. The strategy is evaluated annually.

Recheck of 18 Oct 2026. Stored: the SNIAM PDF (68 pages) from asin.bj, stored 12 Oct 2026 (the retry of 18 Oct 2026 failed with a TLS protocol error, so the 12 Oct copy is the current one), and the Council of Ministers communiqué of 18 January 2023 from sgg.gouv.bj (unchanged on 18 Oct 2026). The PDF confirms the title, the period, the lead ministry, the approval on 18 January 2023, the four programmes and 123 actions, Actions 4.1 and 4.2, the financing estimate and annual evaluation; the communiqué confirms the approval on that date (item II-3). The ministry publishes an English version of the strategy (publication page on innovation.gouv.bj, PDF at asin.bj/doc/14), but both refused the archiver with a TLS protocol error on 18 Oct 2026, so english_version is not recorded and the English title remains a rendering of the French one. Earlier remarks on national AI olympiads in June 2026, on the ministry's later name and on the absence of an AI law in 2024 rest on no stored source and were dropped; the ethics-and-liability text planned under Action 4.1 is not among the stored sources.
